online news resource serving the government IT
marketing community. This quarterly newsletter
keeps executives in the loop on key developments in
the government IT marketing world.

Kevin Quinn Public Sector
Marketing Intel America Corporation
Kevin is responsible for growing Intel’s business with
the Federal government. He works with key industry
partners to formulate joint sales and marketing
initiatives to provide solutions that help accelerate
the government’s transformation and modernization
efforts.
Kevin joined Intel in 1990 as a sales executive in
Chicago. In 1993, he was named Regional Manager
for Intel’s Channel Sales organization where he
managed
the channel sales and system engineering efforts in
26 states and Canada. Kevin moved to Portland,
Oregon in 1998 to head up Intel’s distribution
marketing efforts. In 1999, Kevin assumed
management over all Intel’s Channel Sales &
Marketing efforts for North America. After two years
that saw almost a 50 percent growth in sales
through
Intel’s channels, Kevin was tapped to start up a
new sales force for Intel focused on wireless
networking in 2001. Kevin had world wide channel
sales and marketing responsibility for Intel’s Network
Processor Division in 2003 before returning to North
America to
head up the Marketing efforts in Intel’s largest
vertical – Federal Government in 2004.

Show ROI Second Survey Searches For
the Best of the Best in DoD/Military IT Market
Which Department of Defense(DoD)/military trade
shows and conferences
provide solid return on investment
(ROI) on marketing dollars? Which events allow
marketing professionals to reach their organizations’
target audience? Does it make more sense to
distribute premium trinkets or sponsor a cyber café?
Let's face it – you are
swarmed
with innumerable opportunities to sponsor
DoD/military trade shows. How do you
decide which events to sponsor?
This decision just
got easier for the government IT
marketing community.
GovMark recently conducted a survey designed to
provide marketing
executives with an event-value assessment tool for
the various trade shows and conferences that serve
the DoD/military IT market
space. The Council polled senior marketing IT
professionals, asking them to assess which events
provided the most significant ROI.
According to the results, the top five
trade shows/conferences include:

GovMark Council Announces New Initiatives in
2006
GovMarks – GovMark Council First Annual Award
Program
The GovMarks awards program is the first initiative
that recognizes excellence in government IT
marketing. Open to industry and government
submissions, the awards are structured by segment
of government – DoD, Federal
civilian agencies, as well as state and local
government. The GovMarks will
recognize government and industry submissions in
each category.
We are currently
approaching government-focused analysts,
associations, conference organizers, and media
platforms, etc. to present associated sponsorship
opportunities. GovMark Council will
formally announce this program at the partner
marketing event on January 18.

Exec Connect Recruiting Center
Exec Connect is focused on providing members with
available government IT marketing employment
opportunities at a one-stop location. GovMark is

CES Government Steals the Show in
Vegas Washington Meets Vegas @ CES

CES Government Conference January 5-8,
2006 Las Vegas, Nevada
Would senior-level government IT decision makers
venture to Las Vegas for the CES Government
conference? Could you build out a government track
for America’s largest conference and trade show?
Many considered the prospect of the conference a
long-odds wager. Don Upson, president of ICG and
founder of the CES Government Conference, threw
the dice and won big as the inaugural CES
Government conference presented the 200 attendees
with the first executive-level government technology
and management conference to bring together senior
public policy officials with senior executive
government IT decision makers from all levels of
government.
So what set CES Government apart as a must-attend
event for 2007? The conference program
featured a chorus line of policy leaders from the
House, Senate, and Executive branch, as well as
Federal and state and local government CIOs,
including:

Reform Committee
Claude Allen, Domestic Policy Advisor to the
President, White House
George Allen, Virginia Senator
John Ashcroft, former Attorney General
Barry West, CIO, Federal Emergency Management
Agency

Stephen Fletcher, CIO, State of Utah
Robert McFarland, Assistant Secretary and CIO,

More than speakers, these executives demonstrated
interest in learning from attendees – taking the time
to sit down one-on-one with attendees for a cup of
coffee over the course of the conference. In fact,
Tom Davis sat through every session in the
conference, listening intently and occasionally
scribbling on a note card.
“ELC on steroids,” the conference
(http://www.cesweb.org/government/program.asp)
provided attendees with new insight on government’s
critical information sharing challenges and
opportunities. The program sessions were anything
but more of the same diet served up at other
conferences. In addition to learning what keeps
policy and IT executive decision makers up at night
in homeland security/emergency response, law
enforcement, human services transformation,
attendees learned about their new initiatives
designed to both help America sleep more easily and
rise more refreshed to boost productivity.
“The feedback from the GovMark Council civilian
government study – calling for qualified, senior-level
executive decision maker participation – was not lost
on us,” said Don Upson. “We built the program
around issues of import to the Hill and agency
decision makers rather than technology solution
providers – that’s why so many decision makers
attended, and their feedback has been
overwhelmingly positive.”
Looking to plans for the future, Don Upson noted
that CES Government is working on the program for
2007 and will announce next year’s program this
summer. CES Government plans to maintain the
integrity and intimacy of the conference. Don Upson
noted that he plans to limit conference registrations
to 300 for the 2007 event. The 200 attendees that
purchased tickets for this year’s conference will be
given preference to attend next year’s conference.
Seems a safe bet that any available tickets will sell
out early.

Partner Marketing: It Takes Two to Tango
Leveraging Synergies to Win
Win January 18, 2006
Clarendon Ballroom
11 a.m. – 6 p.m.
The GovMark Council “Partner Marketing: Leveraging
Synergies” educational program will provide insight
into proven partner marketing programs, and will
feature case studies from GovMark Council members
who will share real-life experiences in constructing
and operating successful partner marketing programs.
Kevin Quinn, Public Sector Marketing – Intel America
Corporation, is the keynote speaker. Kevin’s
presentation is titled "Intel Inside the Beltway."
Mark Meudt, Vice President of Corporate
Communications at Anteon, will discuss Anteon’s
partner program formed to focus on a future contract
award from the Department of Army – The Warfighter
FOCUS Contract. Mark’s presentation, titled "Joint
Force Operations: Multiple Organizations, Single
Customer FOCUS," will highlight Anteon’s co-
marketing efforts, in collaboration with partners
Lockheed Martin, Northrop Grumman, and
Saab.
